you'll either need to use the Instagram API (https://developers.facebook.com/docs/instagram/sharing-to-stories) or else you'll need to run selenium, which controls a web browser and fools instagram into thinking you're a human. Neither will be easy.

the issue that, upload story feature is not availble in instagram web desktop verision, it is available in mobile version

Instagram have gone to great effort to prevent you from doing what you're trying to do, and their engineers are smarter (and better-paid) than we are; and oh yes this violates their terms of service, so ... you're on your own
