tf.clip_by_value turns out in tf_op_layer_Minimum_3 and tf_op_layer_Maximum_3

there is no reference/documentation about tf_op_layer_Maximum_3 or tf_op_layer_Minimum_3

You probably should use an Activation function instead if you are working with layers
