There are mulitple ways in order to accomplish that task

the way that I have on top of my head is Compiling

PyInstaller

especially the part where you mentioned "without having Python"

basically anything that packages Python and its packages and that is one example

or

first time hearing about it

PyInstaller bundles a Python application and all its dependencies into a single package.

and that package can be ran without the machine having Python as how you stated
