scripts are self-contained, meaning they actually define stuff and execute it
what you pasted is a class and method definition. it doesn't do anything unless it's executed.

the task is actually interesting. I like that Solution's method is named nicely so I can actually understand it without the task itself

dfs is normally used in graphs and similar stuff because it means depth-first search. it usually involves recursion to go "down"

if I understand the code correctly, it only gives how many binary digits are lighted up and you have to provide all good times that can be written with those.

so this person basically checks all the combinations. for i in range(idx, 10) - i is the digit they currently thing whether it can be turned on, idx is minimum digit we want to check (that's why recursive call goes with i+1 as new idx - so we don't repeat ourselves). i<4 means one of hour digits, and they add them to the result by using binary or | (current hours/minutes value doesn't have the digit we want to add, so it works as +) and binary shift <<
1 << i == 2**(i-1)
first thing when we go "down" is actually cut off times that are already invalid (too big hours or too big minutes), and we add everything that reached 0 digits left (if not n == if n == 0) to our results list
