the two directories are about the same, so it doesn't matter that much

there is probably a config file somewhere telling to use a given absolute path for a python interpreter

but yeah, these constant issues with poetry is why people still use pipenv despite poetry being more nice in theory

turns out the folders do matter

i set POETRY_HOME to appdata/local/programs, where python3.9 is installed

and it installed and now works

i took a look at the source file that does the poetry installation and it looks atrocious

so if you dont give them a POETRY_HOME, poetry goes into site.getuserbase(), which for me points at roaming/python

could have used a headsup poetry people
