I'm needing to create a distribution list containing external emails.
You can't just add email addresses to the list, Outlook only lets me select from my users.
I can create a "contact" with an external email, and it works fine, but the contact creation is in the admin portal.

I would like the office user to be able to manage this list themselves.
Is there a way for users to create these "contacts"?
Or, even easier, is there a way to add external emails to a list without creating contacts?
