Python is built with C.
Which makes Python the higher-level language and C the lower.
I'll start off by saying neither one is better.
Every language has its own strengths and weaknesses. A lot of the more fiddly bits in C (memory management, static typing, etc.) is extrapolated away. Python handles all of that behind the scenes for you, letting you focus on the code, concept, and structure of the project you're working on. You also don't have to take active steps to compile your code. You can just run the script and Python handles that in the background as well. However, all of that extrapolation comes at a cost, and typically Python will run more slowly for certain tasks.
C on the other hand gives you more granularity, letting you work on a very low level to optimize things in ways you just can't in higher level languages. Compiled code will in general run much faster than Python.
The cool thing is that you can use things compiled in C with Python. The numpy library is actually compiled C that's wrapped in Python to make it easier to make and use.

but as long as you cover the basics, you should be good to go since school only teaches the basics
Learning the basic logic (if this does that then do this otherwise do the other) is fairly helpful in everyday life
Lets you break down larger problems in to smaller, more manageable one
but it is extremely hard for me to learn it. My teacher doesn't know what he is doing cuz when im stuck at a qns he just says read the notes. It feels like its a whole new hybrid subject. For Maths or Science i can practice and get the concept but for Programming im lost. I don't even know the basics. The only thing i managed to do alone so far was "Hello World".

The thing with programming is that it's adaptable. It can do all sorts of really cool things. You're going to feel like you're an idiot at first. That's one of the first steps. It's also any number of subsequent ones, but they get less frequent per unit of work.
