RaspberryPi's perfect for that. There's a couple distros you can pick specifically for emulation

Does someone know how to put a database from sql management studio to a online database
export and import should be options somewhere in both guis
without more details, I have no clue on specifics
General term would be a sql dump although on something like oracle you have to do some proprietary bs. If you google create sql dump on sql management studio & import sql dump on whatever platform you want the online db to be on you should be able to figure it out. Also in my experience chat gpt is pretty decent with sql & databases in general but I'm not an expert by any stretch

What is? Making a dump should be but it might cost something on sql management studio(I've never used it) & importing will be free if the db platform is. If you are going to cloud host your database I doubt you will get that for free, if you're able to local host there's plenty of free providers, oracle XE(Don't, it sucks ass), mariaDB, PostgreSQL, MySQL etc

Then you'll have to cloud host unfortunately. Maybe try using an ec2 instance in AWS running your db software. Free tier ec2 is surprisingly powerful but don't know if it's enough for your DB
