I just tested both of these and they work as intended. Are you sure there wasn't something else on the field that might have prevented you from casting Chandra, Novice Pyromancer?
I guess I should note that I'm on snapshot 11.23.

Okay, looks like something broke between the 11.23 and 11.28 snapshot. I'm having the same issue that you are with both of these cards.
