For desktop either download the .tar.gz or the .jar file. For android download the .apk
If you downloaded the the tar, extract it to a directory of your choosing, and run forge.exe (for desktop interface) or forge-adventure.exe (for mobile interface and adventure mode)
If you downloaded the .jar file, it should be executable by double clicking to install forge via a wizard. If java is not properly associated you will need to execute it from the command line java -jar installername.jar then wherever you install it via the wizard is where you’ll find the exe files from above.
You should not be installing or putting anything in the appdata folders yourself. Except for card images, but you aren’t at that point yet.
The other files on the downloads page are downloaded by the game, you don’t need to download them yourself.
Whats wrong with the release?
Better to recommend snapshot in my experience. But I guess release is fine.
To answer the question yes one of those two files is fine.
The tar you just need to extract, the jar you need to run as its an installer wizard.

This is the video I followed to install, and it worked super well. Still relevant even though it is a few years old

Its the same process for the whole thing, give you both forge desktop and adventure.
