hi i'm new to magic, but there is no way i'm being this dumb, why can't i equip stuff for free with him as my commander ? are there any specific rules or is it a forge thing ?

Is he on the battlefield? In Magic, by default, an effect will only be active on the battlefield unless it specifies otherwise. In commander especially, unless your general has the Eminence ability word, they can't do anything until you cast them.
As you get more into the game, you'll be able to see how that second ability being active without you having to even spend mana to cast him and without your opponents being able to interact with him to stop it would be... terribly broken lol. Hence why you have to bring him out. Starting to identify stuff like this and realizing you're getting more aware and better at the game is one of the best parts of learning Magic!

hi, sorry for taking so long to answer, but he was on the field, i "paid" for him and even equipped him a "Greataxe" (that i had to pay 5 to equip)

It seems that he's not programmed correctly at the moment. I just started up a game with him and there was no option to pay 0

confirmed, for me too the option to pay 0 doesnt appear (should be on right click or popup as it's a "may" keyword)
