based on the poor grammar it just seems like it was translated by someone with very rudimentary English. just didn't bother finding someone who could do a proper translation, I guess

but in actually, 撒狗粮(Public Display of Affection) 吃狗粮(Get hit by PDA)

and it depends on the translator's level

As Dexter pointed out, it's hard to translate the wordplay in the bubble on the left. "Eat your own dog food" has a different meaning, and "dog food" doesn't mean PDA in English, unlike 狗粮 in Chinese.
How does one manage this issue when practising reading in Chinese with the translated English text to improve reading comprehension?
NEVER rely on the translation. A translation is made for people who don't (want to) know the language.
As a learner, you should look up any words you don't know or are unsure of, and ask people on forums if you still can't understand a certain bit.

I have a problem with not relying on translation, because I am going to undertake the subjects Introduction to Interpreting and Introduction to Translation at my university in Australia, where I study the Chinese language, in approximately 3 years. All the more you should not be relying on translations, because you'll need to think critically about how translation is done when doing those subjects in 3 years.
As we've explained to you in this thread, there's room for improvement in this translation because it's missing a lot of nuances, and you should try to see if you can produce a better translation now (if you can) or later.
In any case, I don't think those subjects will ask you to translate graphic novels or comics, because translating fiction is more difficult than translating non-fiction. Non-fiction tends to be more straightforward and make less use of wordplay and other literary techniques that would make translation harder. This example you've given us is a good one because it shows how colloquialisms and wordplay make the translator's work harder.
