reading that this can be to do with prosody, that it can just feel more correct in a sentence where it would feel incomplete in its shorter form
would the second sentence make sense if it was just 我想再次学中文。
Yes. In fact, I'd just say 我想再学中文。
If I remember correctly there are some instances in mandarin where the one character alone makes sense but another may be added for formality or such, is this what is happening in this case?
学习 imparts a more elevated tone, like "I'm Acquiring Knowledge of Chinese" when it's used to say "I'm learning Chinese". This is why it feels off to me.
学习 also means to follow the example of someone who's considered to be virtuous or worthy of emulation, whereas 学 itself means to imitate or mimic someone/something with no attached value judgment.

When you say you want to learn something, just use 学. That's how most people usually say it.
学习, for some reason, is used a lot by beginners, and usually in the wrong contexts. If you look at the examples here (https://en.wiktionary.org/wiki/學習#Chinese), you'll find that 学习 is more often used when we want to refer to the activity or the experience of "learning" itself, not just the act of learning that is expressed by the verb "learn".
