"3刻" in the expression of time, I guess all Chinese people can understand, and will not find it strange.
But the number of people who say that should be relatively small, probably because 45 is not a very neat number?

Questions about manga. I guess you could say, "我还在找用来练习阅读的中文漫画。"
Because, "still looking for" doesn't seem like "找不到"? "找不到" looks more like "can't find".
In addition, if you really look for Chinese 4koma manga, I can recommend it to you, but 4koma manga usually contain some very local jokes, if you don't understand Chinese, some parts are likely to be difficult to understand.
