So we tried setting this game up but both ways do not work. Whenever we try to start a match it says "connection being established 1-2" and nothing happens. So we tried using radmin VPN but it says serial key in use because we're on the same network so i tried changing key and it still doesnt work. I'd appreciate some help!

For the serial key, you need to modify the value in regedit
Also try enabling send delay
Try scrolling through ips when using vpn
Try changing regions when using vpn

This will fix the serial in use issue.

in steam right the game in Library >properties>installed files > click button verify integrity of game files.

If thats so can you sent me your registry of Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Electronic Arts so i can check for any error

since you backup that reg key just delete the folder Computer\HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Electronic Arts and run the verify
and try to start the game directly in the folder
