well after a closer look, it seems to be, if your search is not a tag, it will be randomised, but if your search term is a tag, it will be the top 2 special spots, then the rest is based on votes.

They do take action, I've reported reviews before and they've been taken down same day. They only take down reviews if its seen as against its review guidlines (check https://support.top.gg/hc/en-us/articles/360058534673-Review-Guidelines)
