Google's SERP ads always show more than one and not always the same ads at the top of the page depending on your spend etc. I think B could be closer to a model like Google Ads where it shows more than 2 ads but in only those 2 slots. Which 2 it loads each time someone loads the page could still be down to where that ad was on the leaderboard after the bidding. If your ad won #1 on bidding, you have a higher chance of being shown than of you finished at #5 for example. This would mean less impressions and clicks for #1 and #2 than there are today, but still more than #3, #4 and #5 would get for example. This would allow top.gg to sell 5 ad slots instead of 2 per category. The impressions/clicks would be somewhat reduced compared to now, but so would the price of ads, opening the bidding to more people. It wouldn't necessarily mean a drop in revenue for top.gg either since they're selling more slots.
