Unstoppable, Exclusive zones of railroads

I made passing sidings for my freight train station, but cargo trains don't use them. My intention was ordering trains to wait at the diverging tracks (in the 2nd screenshot) when the station is occupied, but my trains ignore these diverging tracks and wait in just front of the station.
If I can set unstoppable zones (trains can pass there, but can't stop at there) and exclusive zones (only 1 train per lane can enter there at the same time) I can operate passing sidings for my train traffics as my intention.
Captain Of Industry has this feature and my brother succeeded to operate passing sidings as he intended.

I think you can create a way a point on the passing lane for the lines that you want to go around the stop.

Does waypoint indicate where to stop? And what I want is trains' making the main lanes between siding faciility and station empty when possible.

And I think traffics shouldn't stop in the junctions. It is totally illegal in Korea and I think stopping in the junctions is just a traffic crime. Traffics should not go into junctions when they can't escape there before their traffic light become red.
