Population isn't counting

its weird bc in builings there is people but population counter says 0. Maybe someone can help? idk is thin bc of mods or just game error

cims reserve the household in a residential building they move in to, once they exit the outer connection but they will only count as population once they have finished moving in and arrived at their new home
