Chief Asahi Suzuki joined the force in 2025, he started at the Yousei Police Department on Kokoro Island. However, he quickly rose the ranks and moved to the island of Atarashii Momo and started living in an apartment in Kyōki, where he started work at the newly built Atarashii Momo headquarters in 2028. It was easy for him commute there as he lived right next to Kyōki station on Kyodra-Dōri.
He got promoted to chief in 2030. Unfortunately, in contrast to this success, his apartment in Kyōki burned down during the 2030 wildfire, he wants fortunate to be away, working in the station on a night shift during this disaster, however, his girlfriend was home, sick, she was asleep and unable to get out in time when the formerly standing building toppled, crushing her underneath.
Asahi Suzuki is currently on leave to mourn his deceased partner.

He felt at home in this city, as the Soviet-era architecture reminded him of home.

Himari Hayashi is a traffic cop, serving the force since 2024, when she joined Yousei Police Department. In 2028 she transferred to Gekkyō Police Station, which was opened on Imran-Dōri that year to ease crime in the quickly growing eastern part of Kokoro Island.
Driving down the Yousei Valley Highway in 2026 she crashed her car into a van, suffering a broken leg. The van rolled off the highway, and into Yousei Lake which flows into the Yousei River.
When the van was retrieved 3 days later, it was found to contain multiple bags of methamphetamine. Multiple of these bags were broken open, empty, as the meth had been carried away with the water. She was suspended for 3 months due to the crash but later awarded for this major drug find.
In the weeks that followed, local residents and fishermen reported strange behaviour from the fish in the Yousei River. It is believed the fish got high from the methamphetamine dissolved I to the water from the accident.

Mayor David Gallagher was born in 1981 in Leitrim. He is an Irish man who moved to Kokoro island as a farmer at the age of 19 in the year 2000. He was looking for a new life, he used the small earnings he made working on a farm to go to college, he studied politics. In 2009 he became an elected official for the Kokoro Island Council. His success did not stop there, in 2024 he was elected as mayor of Kokoro Island. Many thought of him highly and so he was elected for a second term in 2028.
As a former farmer, he always strived to innovate agriculture. In summer of 2030 he signed a deal with Liberty City, they would fund the expansion of Kokoro Island's beef industry, and in return, gain exclusive rights to the export of the product.
The fields were completed in 2030, however a landslide in September of 2030 showed that the construction of this new infrastructure was subpar. An investigation was opened into this issue. It was found that David Gallagher pocketed 500,000 of the ChirpDollars provided by Liberty City.
A separate investigation by the Environmental Protection Agency found that the construction of these fields lead to the deforestation of over 1 hectare of healthy rainforest. The Kokoro Island Council did not get permission from the Environmental Protection Agency to do this, however Mr. Gallagher ignored this and funded the construction project anyway. This is a major offense.
In October of 2030 he was arrested in a dramatic spectacle outside the Kokoro Island Administrative Office. He was charged with embezzlement and breech of environmental protection regulations. He has been sentenced to 15 years in prison.

Massive Protest in Against City’s Highway Plan

The Rockwood City Assembly has voted 43 for and 3 against on the “North-South Urban Corridor (NSUC)” project despite opposition from local civic groups. The NSUC seeks to connect the northern, eastern and southern highway entrances into one highway network that would cut across some of the city’s most historic districts. Secretary of Urban Development David Lee has said that the project is necessary to alleviate traffic and the city government would do its best to maintain the original characteristic of the original community.
Over 300 residents protest against this project on Government Square in front of the City Assembly building wearing lanyards adhering to the National Security Law.
Speaking to Amy Chong, a local urban preservation acitvist she said that the project is backed by the Big Construction and Property development companies such as Samsui and Huarun and the project is opposed to the government’s plan to develop an “international city”
Despite opposition from many residents, some of accepted the government’s plan for them to relocate to a new development close to the city’s downtown known as Linden Hill Garden City which Samsui Properties advertises as the “green city of tomorrow”. The government said that there will be no plans to delay the project and all residents are planned to be moved by July this year.

However by 1968, the airport is too small for big trans-pacific commercial flights and a new airport was built on a reclaimed island near the city centre. The State of Missoura has allocated funds from Liberty City to construct a large water resevior. The City of Kansaw has had many troubles with sourcing drinking water and this is the perfect solution.

Revitalisation of City’s Olympic Park
In 199X, the city held the Asian Games and built a massive sports complex on the city’s then outskirts. Since the game, it was left to rot and was riddled with crime. The government had put up proposals to redevelop the region. However, the redevelopment project was halted and abandoned after the 1997 Asian Financial Crisis. Since then, there was no major redevelopment project until the proposed NSUC highway project. This new project gave new light to the abandoned sports district and redevelopment began in 2015 led by Huarun Group. The Olympic district now has over 15,000 residents.

Protests broke out in Atarashii Momo early on the morning of June 6th, protestors demanded the resignation of Bashira Miyamoto's family relations from their positions of power, he himself resigned a days prior. As the day went on, multiple other rallies formed, all demanding different goals. It seems this scandal has unearthed much resentment within the public, who are now lashing out, all at once.
Some of the heated topics are:
- Blatant nepotism within the government.
- Embarrassment of the nation on the international media.
- Unmanaged wildfires which have killed thousands.
- Corruption of Mayor David, and how long it took for him to be caught.
- A worsening economy after the financial district was hit by severe flooding.
- Nichole Kingsley's citizenship revocation.
- A worsening homelessness crisis.
- Prime Minister Niko Perkele never showing in public.
As the day went on, more gathered to protest, all with different ideals. Debates were raging on in the crowds, with some fist fights even breaking out.
At around 21:00, a mob of protestors swarmed the police cordon around city hall, overwhelming the officers, and breaking through, they defaced city hall with eggs, and paint. As this was unfolding, another group of protestors did not agree with their actions, quickly rushing to save city hall's walls from their rage.
Much violence took place that night between different groups, with different ideas. Police were overwhelmed and are requesting aid in the form of water cannons from Liberty City to not allow such disastrous events to unfold in the future. Over 30 billion ChirpYen worth of damages is estimated to have been caused.
Akiko Miyamoto has resigned from her CEO position in Momo Water, a state utility. However, her brother and his wife are refusing to leave their media positions. Based on MTRB's coverage of these protests, this has sparked concerns about how they manipulate public opinion.

The protests, which began on June 6th, have been described as some of the largest and most chaotic demonstrations in the country’s recent history, fueled by anger over government nepotism, economic mismanagement, a homelessness crisis, and the controversial handling of Deputy Nichole Kingsley’s citizenship case.

Atarashii-Momo – After four days of widespread unrest, protests across Atarashii-Momo have largely subsided, following a national address from Prime Minister Niko Perkele, who called for unity and pledged sweeping political reform.
“The people have spoken,” Perkele said in a pre-recorded message aired on national channels. “We will enact lasting changes to restore trust in our democracy.”
The Prime Minister promised legislation to limit nepotism in state appointments, independent oversight for public institutions, and new economic aid to address homelessness and disaster recovery. Hiroshi Kobayashi grew up in Kuroshima Ward, a dense and bustling district of Atarashii-Momo, where his father worked as a dock engineer and his mother managed a small family-owned grocery. Inspired by his uncle, who served in the Atarashii-Momo National Police, Hiroshi developed a deep respect for law enforcement at an early age.

Joining the LCPD
