Hey, so what I did was use the image overlay mod for Cities Skylines II
Then saved a 4K screenshot of the entire map I wanted in OSM set to transport map like this
THEN put it into krita [free to download] and scaled it up to 16,000x16,000 doing what I could to preserve clarity.
Doing this made a 100+ MB file I put into the overlays folder for the mod as a PNG and it work perfectly. Was able to scale it live in the game to make the roads and city blocks match the game and I've never had more fun doing a recreation 🙂

Only wish is if I could save a google earth or map image with full visuals to that scale to see buildings and design, but imagine it'd have to be huge res wise. That said, this one main game screen overlayed in game at 95% opacity + google maps zoomed in for detail ideas on the other screen works well if you have 2 screens!

To clarify: The "IMAGE OVERLAY" MOD for CITIES SKYLINES II is the exact thing you want, it is the upgrade to the OSM street map mod for CS1
