County Mode

The county mode is where you can have multiple cities and towns, the capital would have a legislature building and other cities can have different city halls to choose from, and towns will also have different town halls you can choose from. This mod would have a larger map and you would have to control more cities and towns

People can create a town by using town/city creation tool which can be found in districts
