Ah ok. Here we call that the rescue lane. In a traffic jam people have to leave enough room between two lanes for emergency vehicles to be able to pass.

I guess you are on the wrong topic - What OP means is not primarily meant to allow emergency vehicles to pass, it's meant to increase the streets capacity by banning parking and temporarily allowing vehicles to use the parking lane as a regular driving lane. That's however also done over here but just on highways (the shoulder in some areas is allowed to be used at rush hours, but only when displayed on specific signs).

However as I think that's a pretty country specific thing it likely won't find the way into the game.

Now I understand what you mean, but I don't think they will implement that. The argument will be that you can upgrade a section of a road to be whatever road you'd like. Though it could pop up as a mod in combination with something like the Rush Hour mod in CS1. You could probably add an option to a mod like that to allow traffic on parking spaces at rush hour times.
