I think they should able to buy housing like cs1, it's weird to think that everybody just rent the house instead buy them.

I mean they're able to buy housing, so we'll have people who "rent" the house and others who "buy" the house.

Now you need to aware about zoning, because too high land value can cause trouble to low income citizens who rent the housing in the area but cause positive things to citizens who bought the housing, while too low land value can cause trouble to citizens who bought the housing but cause positive effect to citizens who rent the housing in the area.

Now we gonna have 2 types of Citizens in the housing area

  1. Citizens who buy the house => these people love to live in high land value area (will have trouble if land value is too low)
  2. Citizens who rent the house => these people love to live in low land value area (unless they have high income so they can also live in high land value area)

In certain countries such as Norway and Singapore, there is no such thing as private land ownership, i.e. you can't buy houses. It's also the policy that makes sense for a high activity city state, such as Singapore, or a C:S virtual city.

I agree. It doesn't make much sense that no citizens own properties in game when it's common irl. Property tax then will become a major part of the city's income

Singapore Citizens and PRs are allowed to purchase any type of private properties...

Foreigners can purchase private properties such as private apartments and condominiums, but will need government approval to buy landed properties.
