That was stressed all over again and again and again. You won't receive an answer to this other than the official information on the official forums. Over here nobody will clearly answer this question.
The game was released mostly because it already was delayed for around 3 years(!) because of technical issues. CO was basically more or less forced to make a move and provided a build which works as good as possible to that point. Some things broke during polishing it seems, just like they told on the last video released before Christmas.
Besides bugs the issue also seems that people come from C:S1 and think everything is working the same way but that's simply not the case. Right now, if you have money and points you can smack an international airport into your 5000 residents town and wonder why it's not utilized (no demand). You can also place down a freight depot and wonder why nothing gets exported from your 5 industrial buildings even if the track is pointing directly to the outside connection (too expensive for companies).
It's partially because simulation is all different - length of a road alone is not a factor, it's overall transportation cost. Citizens now feature different needs across the board and are allowed to break some rules (crossing roads without crosswalks, making illegal U-turns).
The game is not "broken", it's only bugged in some aspects and needs some balancing to me. I can create a working city with more residents than in C:S1.
If you feel there is a need for something to be fixed Discord is the absolute wrong place to report it. Bug reports are filed over here:
https://forum.paradoxplaza.com/forum/forums/cities-skylines-2-bug-reports.1162/
Also, keep in mind that there is no "finished" state - the game will be work in progress for years to come (gaming as a service) and continuously receive free and paid features over time, just like C:S1 did for the last 8 years.
