1.Introduce mixed zoning, allowing living, work and recreation in one area. Focus on the balance between demand and service availability.

It seems that a sustainable urban layout may be an excellent idea for this large district on the shore. You can consider combining office, commercial and recreational functions, creating a place attractive to both residents and visitors.

Designate an area for a marina or marina to encourage the use of water transport

try to connect a "round" district where the most important facilities would be located, maybe a stadium or something else.

Moreover, the "round" district could be used as a communication, transfer or destination center,
and a standard road grid could fill the rest of the more rectangular "plot" for districts. also include green zones with rectangular plots.
