It really is, it only serves faster car traffic while adding travel distance for pedestrians. People don't even use them in countries where these are common. The ones with ramps suck but the ones with stairs suck even more and are not even allowed in most developed countries anymore because they don't serve universal access. I just think this shouldn't be in the base game, maybe as a mod
