Traffic: predict peak times and traffic on sidewalks at peak times such as going to or from work/school on weekdays
Weekend: People would visit parks, tourist attractions and shops more.
Rain: More traffic, more traffic jams and fewer people on the streets walking calmly (nobody likes to be rained on)
Early morning: Quiet time, without many cars, without heavy traffic, lights off, in fact, everyone wants to have a good night's sleep.

From what i've heard, citizens's not seen hangout or doing activities in parks in C:S2 yet. Not sure if this is true or not.
