Once I'm satisfied with the scale of "Manhattan" I'll work a little on the surroundings accross the river and start building there. Once i've finished that i'll gradually move up through the years 50's, 60's, etc. you get the idea. I'm the kind of person to redo whole area's multiple times but I'll try not to do it for my own sake. (Takes too long to finish a city).
