im not sure what to do on this waterfront

i have 3 ideas

1st is the same thing as this waterfront which would look boring imo

2nd is shove buildings directly onto the quay which bugs the terrain a little

now me not doing the 1st option doesnt mean this part of the city wont have a tram line running through
im just contemplating on whether i should put it directly onto the waterfront or have a buffer
