You're told dozens if not numerous times the Legion will crumble with Caesar's death.
The NCR was struggling with it's presence due to Kimball, and was explained that none of them wanted to be in the Mojave in the first place.

The Shady Sands bombing just sped up their progress to being evicted out of the Mojave.

The dialogue also said they were more focused on keeping people from finding out the successor. The active battle only started when the ghoul initiated it.

But their entire intelligence hinges on their leader, chalk it up to Obsidian writing them that way if you want but I don't believe that's the show's issue for following what Obsidian wrote and staying consistent. I think having Caesar be alive specifically for the show, 15 years after FNV when the dude is nearly on his death-bed with cancer would be bad writing. But that's a whole other issue involving the Courier.
