They know the end of the world is coming, so they need to figure out how to stay on top when it all blows up.

I've had entire page-length arguments about this very thing you're talking about with other people. So let me reliterate. DESTROYING SHADY SANDS WOULDN'T DESTROY THE FUCKING NCR. Yes, they destroyed the NCR executive government structure. Yes, they crippled a major logistical hub.

But, it would it would incredibly, incredibly r-worded to just think that there wouldn't any stable infrastructure established in any of the other NCR states/cities, and that the NCR wouldn't establish martial law, and at the bare minimum try and create a consensus amongst the surviving leadership, military or civilian. There would be disorder, there'd be chaos, and the NCR would be drastically cut short of its resources. But it wouldn't just drop dead pathetically.

And before you go and claim like the others, no, the other states didn't "choose" to secede or the NCR fractured into isolated settlements or some dumb shit like that. Every single NCR state chose and voted to join and form the New California Republic voluntarily. Whether or not they changed their mind is unclear, but it wouldn't be as simply as "oh, they just left", because they'd realistically be worse off surviving on their own with supply lines from other cities/states.

This was long, but TL;DR, NCR wouldn't die like that because that's not how it works.

IMO The NCR was always hard-carried by the Rangers in their coolness factor. Operation Sunburst made the NCR super cool in my eyes even if the units we saw aren't canon

The NCR doesnt really need new units. Just the rangers themselves and the numbers. They outnumber the factions but lose mainly due to poor logistics and overextending themselves trying to gain ground.

One ranger can give a man in power armor hell enough

Ncr just needs time to rebuild itself after the disaster that befalled them from the series and better logistics

And rn is ever such a pristine and rare opportunity for them with every other faction practically at war with itself. All except the legion ofc since they just reunited
