This is happening consistently during the shop phase as well, where I have to pick up and put down a unit to make the tool tip go away.
I'm playing on pc, but using a PS4 controller.
I'm not sure if it's related, but in the shop phase, the game also displays all of the buffs all units will be receiving, so my screen is a sea of green numbers.
This is also resolved when I pick up and put down the unit with the stuck tooltip.

During unit selection, when expanding unit information with R2, if the player purchases multiple units until running out of money, the toggle for the info panel remains visible during the battle. However, when starting the next battle, the toggle disappears.
