To make AA kards I would have a 0 attack artillery could even have smokescreen depending on balancing but whenever a bomber/fighter attacks that front it receives one/two points of damage. Moving forward you could add different affects to it ie: if enemy bomber attacks this front pin it afterwards or a special wildcard enemy planes can’t attack this front something fun would help with fighting air without having it

Honestly its not a bad idea with some of the powercreeped fighters to give each nation at least one sort of AAA. I've always found stuff like the soviet AAA pretty fun. I think you could do something fun with having a covert US artillery that damages aircraft or artillery that reveal it, the British already have an AAA although its a bit weak and mostly a delaying tactic, the Japanese probably have the best in the game but its an elite, they could do something a bit cheaper.
a card that sits and does nothing unless there's a plane would be super bad
The Soviet 37mm sees some play because it can still do other things at least
1 damage is still a lot more than 0
but also what use is this over the other current anti plane options?
