Add a cost limit or increase price to 10 and make it an elite i would say. Or just have a set discard number of 2. Remember that Japan has a 6k Special destroy target unit, we don't want to powercreep too much.
Discard is basically destroy random unit or counter an order, so when balancing discard, we can price that out to about half of the cost of those effects. Destroy random unit sits at about 4, and counter an order sits at about 1.5 so a single discard should be priced at about 2.5 kredits.
Destroy TARGET unit is at a solid 6k, plus 2 discard makes it 11k, but we can make it an Elite to give us a bit of a discount, so price it at 9. Maybe give it Bond since it's a very strong effect. And we have 9k Elite: Destroy target unit and enemy discards 2 random cards. That's kind of the thought process I run through when making cards. Thanks for reading my yap
