yea complained about this before and people were for some reason confused; kawanashi is also the only exception

the operation cost aspect could probably be changed in a future, instead of all Covert cards having to operate for 1k when Covert, that could open up for some of these unit to have more than 1op or less.

Never understood why this plane has 0 op as well it doesn't really need that advantage a 3/2 surprise plane is strong enough I wouldn't mind paying the 1 op
