Each individual ping is a separate bit of damage
So they all get negated
Same way it will stop all damage from tora tora tora
This is different then if a card was like Deal 3 damage to a unit
Where the damage is altogether in a single instance. Hence it just has -1 resulting in 2 damage dealt

Shinano gets the short end of the stick in both cases. If you buff it, you get 1 extra tick. If they reduce it's damage, each tick gets reduced by 1.
That is inconsistent I won't argue that
But also IJN just literally could not exist if it worked with each ping getting +1 damage
flight to oblivion should count the overall damage not each ping. I agree with this suggestion
although this buffs sabae, it's just how seahawk should work, distributing damage shouldn't deal less before distribution it should be reduced based on the base damage
I did report a issue with flight to obilivion
But it's not a bug at all and what it was is %IMPERIAL DECREE% played before flight to oblivion is only +1 on the first one so if you used a 7 attack unit that's be 8 damage not 14
