thing is that the unit itself sucks, its stats make it easily countered by orders or deployment effects, and its main removal aoe effect is too specific to be useful unlike King Tiger, which can help your HQ and supportline units.
Also you have to consider that germany doesn't have any ramp cards (reichbank and iron from the north are reserved) unlike USA that can have more than 12.
Not to mention, Superfortress can have its cost reduced to 12k if you control the frontline, it is its only effect, Maus has two.
unless its cost removal range is increased to 4k or 5k I may even suggest making it 10k
