-Riot should be Elite. It also needs to be reworded into"...when this is dicarded, activate it instead.
-Sacrifices must be made should have a highers cost, 3-5k should be enough.

Riot doesn't return to your hand. Its activated until your next turn but not in your hand
As for chi-I sure why not
could riot just be 4 or 5k instead elite?
