Just to let you know, I don't have much experience with navy decks, so I'll give my opinion based on my experience.

This seems to be the best
But I would add some additions
First - I would remove the Jadpanzer IV, it's kind of expensive and in navy decks you usually don't want to interact with the board.
Second - Take out all Infantry Regiment, add Shibata in it's place.
Third - Instead of Jadpanzer add 7. schützen, so you can remove a unit when needed.

Mmm, interesting, it's true I never considered shibata, the fact I named it "aggressive burn" is because I thought maybe sometimes you want to take the frontline more often but after playing a lot with my most recent deck "marine chads" it's true that you don't always need the frontline or to interact with the board
