Meh, kinda bad card, too expensive with not really super good effect. Plus this strange effect "count as Special" what does this mean in this card relation?

Idea isn't terrible, but to be honest its need some corrections ;d

Only they can't be because only Major faction can have Elite cards in the deck, and ally factions are always minor. So mechanically it's just overcomplicating combined with a mechanical error ;d

Becaus even if u add it to game, then u can't add it to your deck, becaus effect of cards dont work in "deckbuilding"...
And since you can't give Italy as a main faction, so this card won't be possible to add to the deck ;d

This card seems to be a bit too niche to justify it being a 12 cost card. Remove the “this card counts as special” and decrease the cost to below 10 at least

too niche and minor nations are designed that way on purpose, just make it a special and work with that in mind
