I mean this is a rather old card. Deck order prbly wasn't a thing back then, so they most likely just wanted to draw the topmost card.

How do you know this? You would have to have extensive testing with knowing what your top Soviet card is. It is not too unlikely for a random draw to select the top card possible a couple of times

I mean I guessed from the Chinese description and how devs probably have thought about and programmed back then when they didn't have stuffs like spoils of war.

it's rather unlikely for them to intentionally make this card draw randomly when there wasn't an ordered deck back then

Hold on, are you sure it even draws a card from the deck? How I interpreted it was "put a random soviet card on the top of your deck, then draw"

I swear I have drawn cards with it that I do not own.
