Well, they could do with some visual improvements to the borders or text. As for the balance of the card itself, it looks okay, and could even fit perfectly into a deck with Germans for heavy tanks. Combining CHWAT with Hammer Home, you could spam Tigers, Panthers and Maus a lot. Assessing the card in terms of balance and strength, I would give it 4/5. You just need to work on the font and border, but that's a visual aspect that can be worked out ;d
Sov, because it was scrapped by the Soviet i think, and the road wheels is somewhere in the Polish Army Museum in the Czerniaków Fort
But idk man, im not experienced abt balancing i just decided sov Exile bc its the most logical reaslitically
Well, to a large extent, however you look at it, the card would be for the Germany - Poland, or USA - Poland deck, the Exile pack of cards from Poland, and the tanks provided from Germany (heavy tanks) or the USA (sherman pack). Other factions would probably not make good use of CHWAT.

No no, Exile is a good keyword here, as I wrote with Hammer Home it allows a nice combination of mana cheating tanks in such a combination ;d
exile on its own can work for that same archetype, it doesn't need to be an exile unit from another nation
like Devil's Brigade, it is Exile but as far as I know, it is exclusive for USA
as for the visuals, the text could (and should) be darker (a scale of grays, not too dark but not too light) similar to the ones in game
the colours for the stat squares could be fully changed, as you've used already the lighter gray, I'll advice you to change all of it with that one
and also, if possible, if you can use different layers, change the levels of shade, tint and brightness so it can match with other components you may add, as with rarity for example.

As for card stuff, the name isn't centered around the available space (Areas between the nation's symbol and the Costs) bu*t rather the middle of the card. You'll notice that the names on other cards are slightly shifted to the left.
