too complicated, instead there could be orders or passive effects that could negate some of those; for example there is an USA artillery that resets the base damage of the target unit; German tanks that can ignore armor, and so on.

supression itself is ok, you can kinda work around it even if it was used in a card

We already had tiers, suppression was just the "screw it combine it all into one and ship it" moment

another example is %magic% - bad before but now just useless compared to duress
