No. I tried it. A friendly unit was destroyed on my turn, and it didn't trigger
Yes, it is a countermeasure. That's how they work.

Were you the one activating this countermeasure?
For some reason I keep confusing it with the one that grants the ability to return to hand, or I did when I first started playing a retaliation deck. I kept thinking either that I had a countermeasure that would add a copy to hand or adding an ability to destroy an opponent's unit.
Idk why those two are easy to mix up at first
