That means that if you took 9 or more damage already you can't just use PUSH! to deal damage to enemy. For example if you play PUSH! with 6 selfdamage this turn it deals 3 damage to your HQ but DOESNOT deal damage to target.
This could be hard to code, but it's a good start. The double dipping is the more concerning part.

would be a lazy change (not a bad one)
I'd say to either make it a elite or reduce the damage imput somehow
