I didn't register a skirmish like that, maybe it was an early one before I started playing. Anyway, if it already happened, it's even better. It means the mechanism is already in place and they just have to run it again.

There was a skirmish with no limit on ally card slots, but that is different than having a minor nation deck, because you couldn't make a Fr-It deck for example. They would have to change the deck editor to allow you to select minor nation first
