I don't think it'd be particularly problematic tbh

Jaggro can't run it with out losing access to Germany, and soviet main aggro decks are relatively weak atm

#

It's undoubtedly a strong card but I think the fact that it's soviet makes it pretty well balanced considering the environments you'd be able to play it
