In addition to this squad, there are 183 other units of the same type in the game, but not one of them can inflict 15 units of damage by spending only 8 credit points (without using other cards). I would like to ask why this unit is so exceptional and why it still has such a passive function, if mathematically the advantage in spending credits is almost half as much as any other infantry unit represented in the game? I ask you very much to pay attention to this letter and this problem, which for many is still a loophole that allows you to win back a HUGE number of credit points without doing absolutely anything for this.

There is not a single squad in the game that can be so profitable on loans without any buffs and other effects. This is arithmetic for a schoolboy, there is no need for a calculator. This math does not check out at all. Firstly your scenario only works over a span of multiple turns in which the first airborne is very comparable to now. It for sure doesnt have blitz but since it comes down turn 1 and not turn 6, by turn t6 both of them are potent units.
On a vacuum this is fine and strong and all. Omg my opponent has to trade 2 or 3 units into this to kill it this is so busted.. not.
They just play red dawn or any other removal they have in hand. Be it hammer, supply shortage shenanigans, pins+removal, bombers, arty………. Endless options cause the game has infinite amount of removal
I was going to type out that 'damage dealt per kredit spent' isn't the only metric you should use, but erbol explained that pretty well. I'm not saying cali isn't strong, but it isn't ridiculous.
Really, it is an anti-unit unit, and orders and some abilities deal with it efficiently.

If were only going on pure damage statistics for cost without putting into account the enemies counters then 1ST TAIPEI REGIMENT can deal more damage. It can deal 18 damage for only 5 kredits so has an almost 4 damage to credit ratio over 4 turns. Not putting into account its destruction effect. But despite such an amazing statistics on paper it is terrible in practice.
2nd California may be quite powerful on paper, but when you put into account the rest of the options your opponents have to counter him he's not an invincible value machine.

Well as you can see it is 5 kredits to play and has blitz so on the first turn it moves on then you simply do preschool math. It has 0 operation cost so it literally can't use any more kredits. It has fury which means it can attack twice a turn (3+3=6).
So over 3 turns the damage is:
6+6+6 = 18

again, for the record: I'm not saying 2nd california isn't overtuned, I can't quite tell without data. However, it definitely isn't nearly as bad as you make it seem in the opening post.
Still, I think that this squad should have in the description "Can't get protection points". This would more or less balance it in relation to other infantry detachments.

Most units don’t last on the board for more than 2-3 turns, at least at the higher ranks.
There are just so many orders and deployment effects to kill threatening units.
