The thing is, I'm playing on a crater-based map, and settled around one of them. Since the "upgraded" version of the house is 2 stories tall, but the entrance is on the top floor, I put them against one edge of the crater, so I don't have to build stairs. Except, it can only house 6 beavers, and my colony was approaching 130 beavers, so the houses were everywhere, with the logisticial issues of the beavers having to walk and walk before reaching their job.
So, I replaced it with a tower of stacked houses, but I didn't assign the project to be a priority, because, well, I had other shit going on.

I kinda forgot about the tower, which means that people were homeless (I destroyed the previous housing for new constructions), and when homeless, don't procreate (which makes sense). Now, half my population has died of old age, and the house tower is being built, which means there are 50 or so beds available, which the beavers will fill
